A] Blow the whistle to try diffuse the situation fast. That spectator needs to be removed from the property immediately. That sidelines coaches/captains may want to assist with the removal of the person. If it is possible to get a name, that needs to be forwarded to the disciplinary committee for further action.
You can't take action against the team (penalty try etc) as the players themselves did nothing wrong..or can you, what if the spectator prevented a clear and obvious try?
B] If a rostered player, it is a red card offense. The team would not lose a player from the field but would lose one from their bench. That player should be ordered from the facility. A red card report should be filed.
